My dog will hump anything think that looks easy to grab onto?

If he sees a pillow, he will hump it, if he sees someone bending over or crouching down he will hump you. I don't have the money to fix him right now. He will hump my cat, friends, couch, chair, anything! I save up money but then I have to get more books and things for school because I am a freshmen in college. I am regretting ever getting this dog. Should I give him to someone else, or keep him and save money. I love him so much but its really gross. He won' stop until his whole "lip stick" is out and he gets "stuff" on my things. I constantly have to clean it all up. When I leave I lock him in my bathroom, but he humps the toilet!!! A toilet!!!! I don't know what to do with him!
