My Shiba inu is very jealous of other animals and sometimes attacks?

OK So he is the best dog we ever had. Very smart, loves people unlike some shiba inus. The problem is he likes to hog the attention. When we were living with our family for a short period their female cat was a big issue. We have watched him and he is totally chill with the cat when we are in the other room. But the moment the cat steps into the room we are all in He goes after her. If i try to pet the cat he come running over and tries to get in between me and the cat or ever worse try and bite her. Also when we walk him, if we come across another dog he will crouch on the ground until the dog comes closer then attack/growl. Any tips? With the cat I have been having treats and whenever he goes after her i say "ah ah!" and tell him to come and when he does i give him a treat. is that ok? he seems to be getting a little better....
