When did "curvy" become "fat"?

I find it very hard to believe your measurements and weight is accurate, and if it is, you would look like skin and bone, and would not be described as curvaceous. However, i agree that people are using 'curvy' when they clearly mean fat, but someone can still be fat and be curvaceous or have an hourglass figure.
